SHRC is made up of 15 citizen representatives who advise the mayor, the city council, and all City of Seattle departments in matters regarding human rights. Former Colorado senator and two-time Democratic presidential candidate, Hart was a member of the Church Committee, which in the immediate aftermath of Watergate investigated illegal wiretapping, CIA assassination plots, and other abuses of governmental power. As co-chair with Warren Rudman of the US Commission on National Security, he warned the Bush administration in January 2001 that a terrorist attack on America was imminent. Hart argues that Democrats can only emerge from their status as an opposition party if they offer more attractive ideals and visions than laissez-faire economics and pre-emptive attacks on other nations.
